iPhone Upgrade Program Outside the States

Hi,

If I get iPhone Upgrade Program here in the States, and I move to another country, say Japan.

Will I be able to upgrade in Japan (after reaching a year) using Japan's iPhone Upgrade Program, or is the iPhone Upgrade Program country specific?
