Q: "Erase All Content & Settings" deletes everything from account?

I got a new iPhone & want to reset my old iPhone 4s. If I select "Erase All Content and Settings" it says it will delete everything from my account. Does this mean I will lose everything in my iCloud account? And if so, will I lose it on my new iPhone as well?

iPhone 4S, iOS 9.3.5
