I understand that you are trying to download music with your Apple Music Family Membership, but you are seeing a cost with each item. I know it's nice to easily have access to your music library, so I'm happy to provide some help for this.
To start, make sure you are signed into the correct Apple ID under Settings > iTunes & App Store. Once you've checked that, make sure that Apple Music is turned on:

On your iPhone, iPad, or iPod touch
- In the Apple Music app, tap the profile icon. Then sign in with the same Apple ID and password that you use for your Apple Music membership.
- From your device's Home screen, go to Settings > Music, and turn on iCloud Music Library.

- If you already have music on your device, you're asked if you want to Merge or Replace the music. To add the songs currently on your device to your library, choose Merge.* If you choose Replace, the music in your Apple Music library replaces all of the music on your device.
Once you have Apple Music configured correctly, you should be able to easily add music to your library with these steps:
On your iPhone, iPad, or iPod touch
- In the Music app, find the song, album, or playlist that you want to add.
- Tap the More Options icon
to the right of the song or album name. - Tap
to add the song, album, or playlist to My Music.
Songs and albums appear under My Music > Library. Playlists appear under My Music > Playlists.
