I initially had ICloud that has 5gb which is free, I just now purchased the plan that offers 200GB , I'm wondering if somehow I am able to retrieve all of my pictures prior to purchasing a higher storage (I had 1,500 photos) The reason why I have this question is because my Iphone broke and cannot be fixed therefore I cannot retrieve anything as of now.

You really should not rely on iCloud for the long term storage of your photos. You should really store them on your computer with a valid backup plan in use there.
The primary function of iCloud is to sync your photo between your computer and other mobile devices.

Although that defeats the purpose of buying storage if all you do is sync and not able to actually store photos . Thank you again
Allan hit the nail on the head re: iCloud storage, i.e. it's not a traditional cloud-based (hard-drive in the sky) solution. Instead it's a syncing/mirroring service that syncs all your photos/videos across all your devices to have them handy and easily accessible. Delete one photo or video from one device, and it's gone on all devices.
If you're looking for a traditional cloud based solution, then consider looking at some third party options, e.g. Flickr, Dropbox, or Google Photos.
