Backups are restored on an iPad using iTunes not Time Machine.

Latest version of iTunes requirer a Mac running v10.8.5 or later > http://www.apple.com/itunes/download/
You don't. You can restore the time machine backup to a Mac. You can not restore it to an iPad. As functional as an iPad may be for a computer, it is not a Mac.

What I'm trying to do is get everything that was backed up from my old IMac with time machine onto my new iMac. Not iPad as I typed in before.
This Time Machine resource is a little dated - http://pondini.org/OSX/Home.html , but its contents are still relevant. If you are setting up a new Mac and want to restore the data held on Time Machine from an old Mac the information on Setup Assistant vs. Migration Assistant should help.
