How do you share content with family members when the purchases were made before you were in this family sharing plan?

My wife has her iTunes account that she's had for years and I have my own as well. We'd like to share content th one another but it doesn't seem possible. Other services such as ultraviolet make this process pretty straight forward - my brother shares his acct with me, I share with my wife, my parents are in the mix too - everyone's happy!

How can something comparable be achieved through the Apple ecosystem?

Old purchases, as long as they are still in the store, they weren't bought prior to moving countries, and the account holder hasn't hidden them from the cloud, should show for redownloading in the Purchased tabs in the iTunes Store , App Store and iBooks apps on your iPad (and the Purchased section on a computer's iTunes) - in Purchased select the member's account who bought the item and see if it shows there for redownloading.
