We need to know a bit more to be able to help:

Where is your iPhoto Library? Do you keep it on an external drive? If yes, how is this drive connected and what is the file system?

Which version of iPhoto are you using, and which version of OS X?

Are you sharing the library between users?

Have you already tried to restart the Mac?

If that does not suffice, let iPhoto try to repair the library.

Hi

Thank you

My iPhoto Library is on my MacBook Air

I’m using iPhoto 9.6.1

I’m using OS X EL CAPITAN

I’m not sharing other than storing in iCloud

I’ve tried restarting -several times

I’ve tried to let iPhoto repair - but the answer that pops up is that "The iPhoto Library is locked, on a locked disk, or you do not have permission to make changes to it.”

?

What are you storing in iCloud, Sean? My Photo Stream? Shared Albums?

My iPhoto Library is on my MacBook Air

Is it in the Pictures folder or where exactly is it?

Have you checked the permissions on the iPhoto Library?

Select your iPhoto Library in the Finder, then use the key combination ⌘I to open the info panel.

Is the Lock checkmark enabled? Do you have read&write permissions?
