i want to know if i can trasfer a free app from one apple ID to another apple ID?

initially for few months I used my brother's apple ID. after that I created my own apple ID. now whenever I take a backup in my laptop it never backup the apps and data associated with my brother's ID. now I am planning to buy a new iPhone and I do not want to loose any of my apps (mainly the data inside them). by the way those apps are all free. I just want the data inside them that is why I can't think of downloading them again from my apple ID. what should I do now?

No, purchase history, including free apps is permanently tied to the AppleID used when purchasing. You cannot transfer any or all of that purchase history to another AppleID.

The only other solution I can think of is Family Sharing:

Share purchased content with Family Sharing - Apple Support

But, to be honest, in this case I wouldn't recommend it. Since all the apps you want are free, just download them using your Apple ID. You will lose all your data (as you point out), but I think you will be better off in the long run than using Family Sharing. Sooner or later you will probably want the app to be "yours" alone.

is there any way by which I can copy the data inside my app so that when I download the app using the other apple ID I can just paste that data to the app's location in my laptop and later on I can see the data in my phone's app. please help me I really need a solution. I cannot effort to loose my data. Please. thank you.

No, sorry but that cannot be done either. An apps data resides in the app's file storage and thus is tied to that specific installion of each app, which in turn is tied to the AppleID used to download that app. This is precisely one of the reasons it's a horrible idea to share AppleIDs.
