Q: Will not connect fully

So I'm using a macbook pro, and after updating to OS X El Capitan version 10.11.6

I've been having this glitch.

My browsers are not connecting properly to the internet. For example, if i type "google.com" my browser doesn't establish a connection. Where as, "https://google.com" does.  And lets say, after it connects with, "https://google.com" and i search for anything and i get results. The links displayed in the results page can not be accessed, which makes the whole thing useless. I've attached a screenshot of the error.

I've tried using Safari, chrome and firefox. They all have the same problem. However, when i use my phone or another laptop, everything is working fine. And also, if i connect to a different wifi it still doesn't work. So this rules out any problem with my modem. I deleted anything i recently downloaded just to be sure.

I've tried reinstalling all my browsers, changing the DNS to 8.8.8.8. or 8.8.4.4., updating everything that needed updates. I've also restarted my laptop and entered recovery mode, selected "get help online" and tried the websites that weren't working and behold they did! They all worked in that state.

So, i don't really know what the problem is. This is really inconvenient, it's basically stopped me from accessing anything.  Please help!

Ok,  so i tried your other options and still the problem isn't fixed. In boot mode, everything worked fine, but after restarting the problem is still there. My laptop is lagging and is slower now, is that normal?

So you still have the problem when you do this:

Then format the startup disk and do a fresh install of OSX

That mean not restoring setting from backup
