I see that you have reset your device to a new device, and now you are unable to download apps. You've tried on Wi-Fi and 4G and you get the same result. I understand how challenging it can be to not be able to download apps on your iPhone. I'm happy to help you find the best resolution to this issue.
First, please try to sign out of the iTunes & App Store on your iPhone, and then sign back in. Go to Settings > iTunes & App Store > Select Apple ID > Sign Out > Then, Sign In. After you've signed out and signed back in, try to download an app, and then test to see if you get the same result.
Next, I would also advise to test Wi-Fi and cellular data in a different physical location to see if you get the same result there.
