FAT is NOT the right format for the USB drive
MacBook Air (13-inch, Early 2014)
You are confusing two different issues.
1. Windows Installer needs a FAT32 USB Flash drive on specific models.
2. Running Windows (except Windows XP), you will need a Windows NTFS partition.
