Had the same upgrade problems as many. iPhone update was a mess with recovery, etc. iPad Pro went smother when i plugged in to computer and upgraded through iTunes. But on moth machines, it won't let me turn on iCould Music Library. Any ideas?
Have you tried logging out of your iCloud account, then logging back in?
Other people have posted with the same problem.
Send Apple feedback. They won't answer, but at least will know there is a problem or a suggestion for improvement. If enough people send feedback, it may get the problem/suggested change solved sooner.
Or you can use your Apple ID to register with this site and go the Apple BugReporter. Supposedly you will get an answer if you submit feedback.
Update to 10 will not allow iCloud Music Library to be turned on?
