The iPhone 4 was available for purchase in 2010 so it's been more than a couple of years.
According to this site - http://www.apple.com/ios/ios-10/ - iOS 10 supports iPhone 5 and newer (along with various iPad and iPod models).
If you have an iPhone 4 or 4S, the hardware age would range from 5 to 6 years old, as the iPhone 4 was introduced June 24th, 2010 and the 4S was introduced October 14th, 2011.
That hardware age is the reason that iOS 10 no longer supports the iPhone 4S.
The iPhone 4 stopped getting updates after iOS 7.1.2. in 2014. That's now 3 major iOS releases it has not gotten. This is not new.
iPhone 4S got updates up until 9.3.5. just a couple of weeks ago.
The iPhone 4 is now 6 years old. And the 4s is 5 years old.
Not sure how much longer you expected to continue to get software updates.
But yes after 5 or 6 years a new phone should be considered.
Beyond that, you can continue to use your current iPhone as long as it works.
iPhone 4s... So I got updates until now...
I loved the form factor: Not a huge tablet to carry around. And it is paid for.
Time to look around.

But isn't the SE an iPhone 6? Then I am already behind.
Internally, it is a mix between the 5S, 6, and 6S. The main parts, such as the CPU and Camera, are those from a 6S. The enclosure and display are essentially that of the 5S, minus the shiny chamfered edges. Other internal parts are mixed.
Well, the 4s still works. Until there is a major security problem, I will keep it.
Not everyone can afford the upgrades every couple of years.
