You've already gotten a good start troubleshooting by testing a different Lightning to USB Cable. From here what we'll want to do is try to the isolate the issue to either hardware or software. There are a few steps we can use to do that. The first is to back up your device using the instructions in this article :

After your backup is finished, try "Reset All Settings" on your iPad. This will not delete any information but will reset some of your preferences like Touch ID, Wi-Fi passwords, and background wallpaper. To do this reset, you can go to Settings > General > Reset > Reset All Settings.
Afterwards try to charge your iPad again using a known good Lightning to USB cable and 12W USB Power Adapter. If the behavior persists, you'll want to try to restore your iPad to factory setting using iTunes and the instruction in the article below:

If, after restoring, the same behavior persists, then it is likely that the issue is tied to hardware and would need to be serviced at you nearest Apple Store or Apple Authorized Service Provider. You can find them with the link below :
