There is nothing you can do about iCloud keychain. If it is not available it is not available. There are several very good password storage apps in the App store and several have Mac and/or PC companion apps and even support iCloud synchronizing.
I have mSecure but only use it on my iOS devices (there is an OS X version as well). It is currently on 4 iOS devices and it sync's content via my iCloud account. All iCloud transmissions are end-to-end encrypted, and your iCloud data is stored in iCloud in an encrypted state, so the data is only ever de-cryptic when I open mSecure on one of my devices with my fingerprint. Even without the OS X version, mSecure has a free tool to backup your mSecure database to a Mac as well on your home wifi network so you can restore mSecure content independently of have to restore your entire device with an iCloud or iTunes backup.
1Password is also very popular in the App store, but I have no personal experience with it. I've used mSecure for years, long before there was iCloud keychain.
