Depending on how large your library is, it could take hours to re-sync.
Bottom line is... if you have the library enabled on 3 devices using the same Apple ID, they will all sync up in time.

Sep 14, 2016 12:46 PM in response to mickeddieby iPhoneYuKay,I too have this issue but disablin/re enabling iCloud Photo Library does nothing for me. I've even tried turning icloud photo sharing off.
when I take photos the do upload to my iPad (iOS 7) but not the other way round because there is no photo stream folder.
could it be a early bug?

Quick question, with iCloud Photo Library turn off will my photos not be backed up by iCloud anymore? im just not sure what I've turned off exactly.
I do my restore and backups using iCloud so usually back up everythin including eeverything in photos.

Sep 14, 2016 7:53 PM in response to iPhoneYuKayby LACAllen,If iCloud Photo Library is OFF, your photos are being backed up by the automatic iCloud backup, or by the manual back up NOW setting. If you use iTunes, your photos will be in that backup.
Once you turn iCloud Photo Library ON, your photos are being synced to iCloud, not backed up.
Please check the links you have been given for more details on the different modes/settings for photos and iCloud.

Sep 14, 2016 7:57 PM in response to iPhoneYuKayby gail from maine,Well, your Camera Roll will be saved to backups, and the last 30 days or 1000 photos in your Photo Stream (whichever comes first) will be in iCloud. However, neither iCloud Photo Library nor your device backups are a good place to archive your photos.
If you want to make sure that all of your photos are safe and stored somewhere, then you should be importing them to a computer, and then backing up the photo files on an external drive:
