Q: How to recover photos after iCloud Photo Library deleted them

A few weeks ago I turned on iCloud Photo Library for the first time. Before, I had over 1500 photos saved on my phone. I noticed the next day that I now had under 800 photos on my phone. The only reason I found to explain why this happened is that iCloud will not transfer photos that came from iTunes. Most of the photos missing were from my last iTunes backup In January (9 months ago).  I attempted to trouble shoot the phone right away. Apple support told me that they would load within a few days however they were not accounted for on the iCloud. The update was complete and I still didn't have my photos. I attempted to reset the phone and back up using iCloud and the photos are still missing.

 

I backed up the 800 photos to my iCloud and onto my PC. I reset my phone again and used my most recent iTunes backup from January. When the backup is finished, my photos are there from the backup but there is an error icon on the bottom right corner of the photos, the photos are blurry, and the videos will not play. As time goes on and iCloud Photo Library loads, i lose access to the backup photos and my phone loads the 800 iCloud photos.

 

I Have tried to deactivate my iCloud before resetting but somehow it still turns on. No matter what I do, the photos disappear. How can I recover these photos/videos? Is there a way to download the contents of an iTunes backup onto a PC? I'm extremely frustrated with this problem. Any help?
