The iCloud music library is locked

I Subscribed Apple Music with another Apple ID besides my iCloud. Now I want to switch it to the same ID with my iCloud but it just said that I can't open iCloud until 90 days pass because there is another account. I can't use this one on my iPad but the iCloud one works.....My iPhone can only use this one.
