I switched from a 6s plus to a new 6s plus due to phone issues and lost all of my photos. Is there anyway to get them back?

Might you have had either an iTunes backup, iCloud backup, iCloud Photo Library or iCloud Photo Stream enabled?
You would first have to tell us what method you used to set up the new phone, and what photos you are referring to. Are you talking about Camera Roll Photos? Photo Stream Photos? Other Photo Albums?
Do you import your photos to a computer? Do you have iCloud Photo Library?

Did you have your photos synced to your iCloud account? If you did, they should automatically repopulate when you sign into iCloud. Or did you do a full backup of your previous device to iTunes, or download the photos from your device to a computer? Short of those options, no, I'm afraid there isn't a way to restore them.
I was in a Tmobile store and they set up my new device, they made sure it showed restored. I'm speaking on all my photos in my photo stream, camera roll, etc. I have no photos

OK, so your Camera Roll photos would be restored to your device if you had a current iCloud backup. The last 30 days or 1000 photos (whichever comes first) of your Photo Stream photos will show back up when you sign back into the iCloud account that the Photo Stream was signed in to.
Did you back up the old device before having a restore done on the new device? Did you have Photos turned on for that old device under Settings>iCloud? If you did, then the backup should have what was in your Camera Roll.
