I understand you are able to send iMessage effects, but not able to receive them after updating to iOS 10. I know it's nice to get to use these new features, so I'm happy to help with this.
To receive these iMessage effects, make sure the sender is also on iOS 10 and sending an iMessage, not an SMS. Check out this article on the topic:
Use message effects with iMessage on your iPhone, iPad, and iPod touch - Apple SupportIf you can't send or receive bubble effects, make sure you don't have Reduce Motion turned on.
