I lost my Chinese & Japanese input from my mac os x 10.11.6 (15G1004). > System Preference > Keyboard > Input source. Can't find any Chinese and Japanese....
I can't do any work, How to fix this issue???

Try creating a new user account and see if the problem persists when you are logged into that.

Normally that indicates a bad .plist or .cache file Home/Library, but finding the culprit can be difficult...
I have saw few suggestion to remove some of .plist files from User/Library/Preferences but didn't work.
Is Apple knows this issue and are they going to resolve the issue?

No, it’s a problem specific to one account and your machine, in the end you might have to move your stuff to another account if you don’t find another fix.

Yes!
Solution is to Reboot Mac OS X into Safe mode and then add input.
Once added just reboot into normal mode. You will have your language input back.
