ios 10 messages loud effects not working.. ***
i tried restarting my phone , imessage and everything.

From your post, it sounds like the Loud animation effect is not working in Messages while running iOS 10 as expected. Is the Loud effect the only one not functioning as expected?

We know you have tried some great troubleshooting steps already, but we would like to make sure we're on the same page with the steps that have been taken.
To begin troubleshooting this situation, there are a couple of different steps that we would suggest.
First, close the Messages app completely as described in the following article:
Force an app to close on your iPhone, iPad, or iPod touch - Apple Support
After Messages has been closed, restart your iPhone.
Restart your iPhone, iPad, or iPod touch - Apple Support
After your iPhone boots back on, test this effect in Messages again. If these are the exact same steps you have already worked through, please let us know and we'll continue working with you to get this situation resolved.
