Thanks for using Apple Support Communities, irisciren!

It appears that a major portion of the Mail App on your iPad mini running iOS 9.3 is greyed out and not allowing you to do much more than read them. I'll be glad to be of service.

First let's try to force quit the Mail app.  Double click on the Home button, and then swipe up to close the Mail app.  Reopen the Mail app to see if the issue persists.

Restart your iPhone, iPad, or iPod touch -- Never underestimate the power of a good restart!

How to back up your iPhone, iPad, and iPod touch -- If restarting your iPad didn't help, I'm certain the issue is located in the software of your iPad. Since I'll be having you erase your iPad, please make sure you have a recent backup to keep your personal information safe.

Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings -- You'll need to use iTunes on a Mac or PC to completely erase the iOS version installed. Using the settings on your iPad Mini will only remove your personal information.

The first time through, select "Set up as new iPad" and skip logging into the iTunes & App Store and iCloud for now. Once you're at the home screen, add an email account in Settings > Mail, Contact, Calendars on your iPad, then open the Mail App again. If it appears as it should, continue on with the last step.

Restore your iPhone, iPad, or iPod touch from a backup -- Use this article to place your personal data back on your iPad.

    Have an excellent day!
