However, as the book making system is changed there is no way do move the book as you want to do. Output a pdf from the old iPhoto and use a 3rd party printing service is the way to get your book printed.

You could also use the Preview application on your new Mac to to split the pages from your iPhoto book into separate JPEGs files, one for each book page. Then add these jpegs as full size photos to a new, empty Photo book in Photos for Mac and have it printed by Apple.
for the best quality recreate the book in Photos for Mac, starting from the migrated lPhoto Library.
