I understand you are trying to make an in-app purchase but are getting an error that it can't be processed. I have made my fair share of in-app purchases so I know how nice it is when it is working properly. I will be glad to provide some information on this.
If you have trouble making an in-app purchase, make sure that your payment information is up to date.
