Downloading new music releases not working

When new albums are released (usually on Fridays), only the early-released songs are downloadable to the phone. If I have previously downloaded those songs, only those songs are resident on the phone. When trying to force the download of the new songs (which are not grayed-out and are still playable over wifi), they won't download -- I get the spinning "downloading" icon, but that spins for hours and then eventually disappears. I have tried removing the entire album from the phone and then trying fresh, maybe because I'm still accessing some pre-release version of the new album; that never works.

I have seen this problem since I started using Apple Music for Android about five months ago.
