I have not been using the beta software at all on my watch, just my phone, and I have already removed the bet profile, I powered off both devices gave it a few on each and still unable to get the 0S 3 update. It says my watch is up to date with 2.2.1

You will first need to update your iPhone to iOS 10 (be sure to make a backup first):
Update the iOS software on your iPhone, iPad, or iPod touch - Apple Support
I am already running iOS 10, 10.0.1 to be specific.
You will need to delete the beta profiles on your phone and watch. Then reboot both. After that it should work.
I had this problem too. I tried everything they mentioned in this thread. What finally fixed it for me was to un-pair the watch and then pair it again. Once I did that, the update showed up. It is a pain but if nothing else works try it.
