i just downloaded iOS10 last night and since then, my phone has inconsistenly sent SMS messages. When I check the settings, the SMS feature had been turned off. So I turned it back on and force quit the Messages app. I even restarted my phone. Unfortunately, these steps have not fixed the problem. I can iMessage other phones with or without WiFi on but cannot do the same for SMS messages. Any help?

If you can't send or receive messages on your iPhone, iPad, or iPod touch - Apple Support
if the link provided doesn't help then contact your cell phone provider as SMS is a carrier feature.
I have the same problem after updating my iphone 5s to ios 10.2 today.
My messages won't even send. It kept saying "message failed to deliver" with a red exclaimation mark beside it.
