It would look like some Windows application has "hijacked" iCloud's default settings.Have you installed a photo app recently? That would be my guess.

Sep 14, 2016 10:33 AM in response to LACAllenby sunrise5656,It is an app on Windows called "Windows Photo" and yes, I was thinking that it hijacked my photos. However, now I'm thinking that the cause is installing the iCloud desktop app on my laptop. Because I just logged into iCloud on the laptop and saw that the photo pathway had been re-directed to the photos files on my laptop instead of my PC. So I changed the settings and uninstalled iCloud on the laptop however I still can't access my photo settings on my PC iCloud desktop app.

Sep 14, 2016 10:39 AM in response to sunrise5656by LACAllen,If the Windows Photo app does not allow you to choose your own file locations, you may have to remove both it and the iCloud for Windows app and then install the iCloud for Windows app only.
