I have several different calendars within the iCal/Mac Calendar. I would like to have two separate calendars showing in two separate windows. How can I do this?

There is also an option to show a Tab Bar, and several menu items related to tabs and new windows, but no way to create new tabs!
I found some individual calendars can be opened in a new window, but not all of them, and it doesn't allow for different sets of calendars to be shown. This is supremely unhelpful, like someone went to a lot of trouble to program this specific behavior, which serves only to frustrate.

That is not possible with the Calendar application UI.
I suggest that you let Apple know about your need to have that capability by providing Calendar Feedback.
