After reviewing your post, it sounds like you are using Photos and it is not launching. This may be caused by trouble with the library itself. One thing we can do is attempt to repair the library and then relaunch Photos and see if that resolves the issue. I would recommend you read this article, it provides the steps to repair the library.Photos for OS X: Repair your library

If Photos is open, choose Photos > Quit Photos.

Press Option-Command and double-click the Photos icon in the Applications folder (or click the Photos icon in the Dock).
The Repair Library window opens.

Click Repair to rebuild your photo library.

The Photos program will start trying to repair the library and around 95% it states that the Library cannot be opened.
After that there is no alternative than to stop the program.
I've tried this several times with the same result.
Do you have any other suggestions ?
Can I f.e. reinstall the Photos program (current version 1.1 - OS X El Capitan 10.11)

Upgrade: iPhoto to level 9.6.1.
Update OS X El Capitan to 10.11.6.
And everything was running smoothly.
