I update the iPhone 6+ and I have a problem with Notes App. The Notes App close after a few seconds.
IOS 10 not reliable at the moment. Any idea how can I fix this problem ?

Try these troubleshooting steps:
- Reset: hold down the Home and Power buttons until you see the Apple logo (10-15 seconds).
- Restore your iDevice: https://support.apple.com/en-us/HT204184
If your backup is to iTunes, make sure it's encrypted.
I try Reset, still the same problem.
But the problem solved alone.

I had the same problem too, sometime the terms "Reset" sounds a bit scary to some users.
I found out another method to resolve the issue.
1) Setting>iCloud> "confirm that you login"
2) Scroll down to Notes "Turn OFF"
--> It warns you that the notes will be removed from your phone, don't worry you have them on icloud.
3) Now go to Notes confirmed the notes originally stored in icloud disappear from your phone.
4) Go back to step 2 and "Turn ON"
5) Go back to step 3, now all your notes come back in again one by one.
It worked for me, I hope it does for you too!
