No, it is only available for the iPad Mini 2, 3, and 4 in the Mini series. See the system requirements section near the bottom of http://www.apple.com/ios/ios-10/

The 1.0 Ghz CPU that is in the iPad 2, 3 and Mini are, simply, not fast enough nor powerful enough to handle even the basic, barebones functionality of iOS 10.
