Unable to download MDM app OTA recently

Running MDM from OS X Server. In the Server -> Certificates, I renewed a certificate, and all of the sudden an In House app will not download. This is not a new app, it is one that was already on the Profile Manager apps section.

It starts downloading but gives a "Unable to Download App (<AppName> could not be installed at this time)" error right before it is fully downloaded. It feels like its getting to the finish line but then something is stopping it.

I've tried on different devices, with different users, and can verify that this is happening for multiple people and devices. This app is the only app that it is happening for. (It's also the only In House non App Store app)

Does it make sense that it would be because of the Code Signing Certificate that was renewed on Server?

Does anyone know a way to get this back working correctly without having to do any re-building of the app, etc?
