After updating to the new iOS 10 on my iPhone 6s my Wells Farg app isn't working right. I've deleted it then reinstalled it and then the question to allow for your location keeps flashing and popping up and won't stop. i had to delete it again. Is there a fix for this. And also my battery drains really fast after the update.

You can check your battery usage in Settings > Battery (About the battery usage on your iPhone, iPad, and iPod touch - Apple Support). Hopefully it will show which app is the culprit.
For issues specific to the Wells Fargo app, you will have to contact them directly.
Here's a workaround to get past the constantly repeating location services pop-up triggered by the Wells Fargo app:
- kill the Wells Fargo app
- go into Settings -> Privacy and toggle Location Services OFF
- launch the Wells Fargo app
- observe the location services pop-up and respond with your choice of yes/no
- go back to Settings->Privacy and toggle Location Services ON (if that's what you want)
