Documents and Data dosent appear in icloud settings

I wanted to attach a file on an email from iCloud but it keeps saying "the iCloud Documents & Data setting is disabled". So went onto iCloud, however, the Documents and Data setting is not there. I know many people asking the same question and I tried all advice but none of them worked. Please help me!
