I am just wondering and had an idea…
Has anyone that still has AppleCare on their iOS device tried to call Apple Support and try to get them to help you to get it to work?
I would suggest that if one does that they don't complain that it is disabled or what ever, but to rather play dumb (so to say) and get them to admit that something is wrong and hopefully get it escalated to get it fixed.

I don't know, use your imagination, but don't take the combative "How dare you" approach. I've found it never works. If enough with AppleCare can sincerely approach them needing help to fix the problem rather than to complain that the feature was purposely removed, it might get us further.
Who knows, maybe it really is just a bug that hasn't been fixed yet due to resource allocations or ignorance of one branch not informing the other.
It's worth a try, we've obviously tried the /feedback approach for a while and that doesn't seem to be working.
We all know that we can't get it to work and that there is something wrong.
The point of calling AppleCare is to play along long enough so that we can get AppleCare to admit that there is something not right as well, and that they can't solve it for us.
The fact that the toggle is still present, even in the latest Beta will give us a tangible advantage.
If by the end of the call you are told that the only way to use Genius is now through Siri, please let them know that this is not good usability because they can't expect users to be able to know that because there is no Manual for Siri. That would be very poor usability design and very bad accessibility design (what of the Mute and those with other oral impairments?). If Apple prides itself on being the most accessible and usable mobile OS, then they can't do this and they need to allow graphical user access. (Note, I'm a IA/UX professional so these things are very near and dear to me to get things working as people expect.)
I think that might get the Issue Tickets rolling into Development better.
Unfortunately, my AppleCare plans have all expired, so I hope those following this thread that do still have it can help us all.
