Cant change Apple ID mobile number since I moved from India

I can't seem to change the mobile number for notifications in my Apple/iCloud account, it displays my former indian number but I've moved from india and Iam in Tanzania now. It asked me security questions that i don't even remember......

I can't even set up iCloud keychain...

Help, can't set it up on my Mac, iPhone or iPad
