You might try doing a restore on the device.

Or it has been removed due to the my little pony panties news today. Or it isn't available in the final release at all. Is it anyone that has the final iOS 10 installed and has the app?

Or most likely only available if you are logged in with an US app store account. Probably because the search terms is mainly in english and swedish (and other languages) doesn't work as well.

My suspicion is that this is a bug effecting only some (a small minority) of users and has nothing to do any complaints or the feature being pulled.

It doesn't specify where it is not available, however. I have trouble believing Sweden, of all places, would be impacted by this and not have access to the app. But of course I could be wrong.
Also, none of the news stories concerning the questionable result from term searches indicates Apple has pulled it anywhere, or that it has been banned anywhere.
