IOS10

How do I know if my device will install IOS10? I see where they say a device i.e. iPad Air, iPad2... but when I look at my device I can only see Model and S/N. I am guessing that my devices are not eligible because it says Version 9.3.5 is the latest. Why do they make it so confusing for us non-computer experts to know. I ask because of some of the problems seen attempting to download IOS10. So many update, so much confusion, so little time.
