iPhone ios10 Photos and Memories not Syncing

Hi, Since upgrading to iOS10 i'm having problems with photos. Photos have disappeared and are not reappearing properly (as per the screen grab). Additionally memories failed half way through the scanning process and is now showing "No memories" . how can i "reset" photos to recalibrate/rescan again from the start ? Also attached are my photo settings (iCloud photo library is turned off..)
