Half Star ratings in iTunes 12.5.1 for Windows?

Can't seem to figure out how to get half-stars working again. The old 2008 trick of editing the .xml file after every update has been working until now. I found the .xml file again, but it's really short, only 9 lines. I tried copying and pasting

<key>allow-half-stars</key>

<data>

dHJ1ZQ==

</data>

into it, with no avail. My smart playlists are still recognizing my half-stars, I just can't rate with half-stars or see the half-stars on my songs or albums, just like how the iOS music app has treated half-stars for years.

Has anyone been able to get it working on Windows?
