i forgot the apple id and password of my old ipad. How can i set it up without those required data?its on activation lock.

Have you tried : If you forgot your Apple ID - Apple Support ? If you can find/remember your id, to reset its password : http://iforgot.apple.com
If you still can't find it, and if you were the original purchaser of the iPad (i.e. it wasn’t bought used), you could try going to an Apple Store (make a Genius Bar appointment if you do) or try contacting iTunes Support online (https://www.apple.com/emea/support/itunes/contact.html) and see if they can remove the iPad from the account - they are likely to want to see proof of ownership before they might help e.g. original receipt with the serial number on it
You can't. You'll need to find out what the Apple ID and password was that is being requested.
You can start by going to http://iforgot.apple.com
If you cannot recover it that way, you will need to take the iPad and valid proof of purchase to an Apple Store and they may be able to remove activation lock from it.
