I understand that your News Notifications are giving an error stating it cannot load stories. Apple Push Notifications uses your Wi-Fi or Data connection to get your notifications to you. If you're not receiving them as expected, you can try checking your network connection to verify that you have a stable connection. Also, try connecting to a different Wi-Fi network then see if the notifications come in.
If changing the network does not get your notifications to you, you can reset the network settings on your iPad.
Reset your Network Settings.
Tap Settings > General > Reset > Reset Network Settings. This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you’ve used before.
