What app are you doing this in? Does it happen in TextEdit and Pages?

What font are you using? Does it happen with the font Geeza Pro?

It’s actually a typical issue for other users who know something about Arabic input and fonts to look into first and perhaps solve, as it most likely relates to the app and the font being used.

The marks display separately on my system in Pages:

Yes. In this case you are adding two “combining diacritics” to a base character. When the three elements are input, the font should display a glyph where they are all placed correctly, but some may not, either because of bugs in the font or because it was intended for a different OS where the mechanisms for doing it are different.
