Thanks for your question. To set up Family Sharing, as the organizer, you would need to have an iPhone, iPad, iPod touch or a Mac.

However, I'm assuming you just want to have control over the purchases made on your daughter's iPhone, iPad or iPod touch. If that is the case, you can set up the iTunes account using your Apple ID, password, and billing information; and create an Apple ID for your daughter to use for her iCloud contacts, calendars, iCloud Photo Library, etc.

You can also use Restrictions (parental controls) using your Apple ID to block or limit specific apps and features on your daughter's iOS device.

If neither you nor your daughter have an Apple device, then you cannot use the Family Sharing feature.
