With the new and unfortunately poorly designed system on the phone, you can no longer rate songs in the app. Yes you can do it with Siri, but given Siri limitations and poor ability to understand requests this is not improvement and much slower. Not too mention disruptive to everyone around you!
Ideally, I would have two smart playlists on my phone, high rated or liked songs, and unrated songs, or songs which are neither liked nor disliked.
The smart playlist functionality considers all songs that are not loved, as the same, whether they are disliked or not rated.
Very dumb, as in not good design. Obviously Apple was trying to do something Facebooky with song rating, by limiting us to only "like"ing songs, something even Facebook has moved away from.
So here is the question - HOW DO I MAKE A LIST OF ALL THE SONGS IN ITUNES THAT HAVE NEITHER BEEN LIKED OR DISLIKED so I can include that list on my phone, and review those songs to add ratings.
Please limit your answered to be responsive to this question - NO SUGGESTIONS TO DO SOME OTHER THING THAT DOESN'T ANSWER THE QUESTION OR SOLVE THE PROBLEM.
PLEASE ALSO POST IF YOU WANT APPLE TO FIX THE LIMITATION IN IOS and ITUNES.

I would like Apple to provide the ability to create a Smart Playlist that allows user to filter unloved/not disliked songs. For example songs you have not listened to with neither a heart of the heart with the x-out.
This would allow users to listen to songs that they have not as of yet reviewed/rated/hearted etc.
Apple's decision to remove the five star rating system from IOS had repercussions on users that either were intentionally ignored in the update or stupidly missed. Please return this functionality, or fixed the extremely limited loved/disliked rating system and how it operates with smart playlists.
Please stop posting useless and unhelpful answers on this thread. It is clear from your responses that either you don't understand the issue or you don't care -NO MORE POSTS.

You don't, unless you jump through a bunch of steps (which you don't want to do).

No.
Unless you want to rate a song with stars on the iPhone, then yes.
That is absolutely ridiculous. Even 3rd party apps cannot modify star ratings in the iCloud Photo Library. I tried using Siri on my watch to modify star ratings and it just gives an error. There is no smart playlist option for "dislike". Apple is really taking a step backward here.

Eliminating the star system form use on the phone was STUPID! Come on apple think smarter....
The only workaround I've discovered is to create the smart playlist, then copy/paste all the songs into a new playlist that is NOT smart. Then you can delete any songs you don't like from that playlist. Imperfect but effective.
