my friend icloud id is locked for security reason, i try to help to reset it, but the email is sent to icloud email address too, how can i reset the password while i cant access to icloud at all?

Click 'See all products and services', then 'More', then 'Apple ID', then 'Other Apple ID Topics' then 'Lost or forgotten Apple ID password'.
