Q: iOS 9.3.5 Storage Issues

Ever since I updated to iOS 9.3.2, I've been having bad storage issues. I thought it would be fixed with iOS 9.3.5, however it hasn't. I don't have WhatsApp, and I've calculated my apps storage is only roughly 5 gigs used. This is on my iPhone 6, which contains 16 gigs. What I find troublesome is that my phone registers I'm using 11.5 gigs and only have 202 MB left, popping up that error code that "storage is almost full". It, then, fluctuates to 9.7 gigs used and 1.9 gigs available, then fluctuates back to 11.5 gigs used and only 2.2MB available. I could understand the 9.7, as that would cover the gigs used for the updates, however, only having 1.9 gigs available out of 16 gigs does not add up. I'm wondering what is going on? I've done some resets, both hard and soft, and nothing is resolved. Any help on this issue?
