Is split view (iOS 10) available for iPad 4th Generation?
I Just updated my iPad 4th generation to iOS 10 and was trying to use split view in Safari but theres no option when holding down on the tabs icon?

Split screen view was introduced in iOS 9 not 10.
It is only available to both iPad Pro models, the iPad Air 2 models and iPad Mini 4 models.
Slide over panel view is only available to the iPad Air and later model iPads and iPad Mini 2 or later Mini models.
Much older iPads do not get ANY of the new and cool features of recent iOS 9 or 10.
You'll find that your iPad 4 is only getiing the bare bones basic features of iOS 10.
Is your iPad 4 getting any of the new iMessaging features or new Photos features?

This is a new for IOS 10 split screen in Safari.
The iPad 4 has the new iMessage features. I haven't checked photos yet.

Looks like it is still available, though, to only the newest of iPad models.
I'll recheck the specs, just to verify and make sure.
Like you said the iPad 4 received only a bare bones update. On my iPad 4 the update was a mere 805 MB and I updated with less then 1GB free space. 🙂
Split view is split view.
Apple just added it to Safari, now.
From what I could find and glean.
The Spilt view iPad requirements are still the same.
Apple is only making split screen view available to only the recent top 4 models.
So, anyone wanting Split view will need to have or purchase an iPad Mini 4, iPad Air 2 or one of the iPad Pro models.

You really should try and regain more free data space on your iPad.
You should, ideally, have 3 GBs or more of available free data storage space.
You might squeak by with only 2 GB, but running you iPad down to 1 GB of free data storage space is not good for iOS.
You should always be running your iDevices with more free space than this.
Your iPad 4 must be running slower.
When my iDevices start getting low on storage space, I find iOS will still run fine if I maintain, at least ,3-4 GBs of free data storage space.
My iPad runs like new and I've run it down to zero free space. I'm not a believer in the need for all that wasted space. My next iPad will be larger then 16 GB.

Your iPad must be one of the exceptions because most iPad users start having slow down issues when they left their iPads free data space slip down to 2 Gbs and lower.
I just recently answered a post where the OP's iPad was barely moving or running and he was down to less than 500 Mbs of free space.
Once he got that cured, the OP reported that the iPad was running much better.
iOS is just like any other computer, Bob.
The OS needs a minimum of storage space to operate.
iOS, itself, I don't think is tucked away on a discreet ROM chip just running on its own.
I believe iOS uses data storage space on the flash drive to be able to move data around while it works.
Especially so when free data space becomes low.
You've haven't encountered any slowing down of performance of your iPad 4 when the storage space get this low?
OR are you just used to how your iPad 4 has been running with this little storage space left?
Because, I gotta tell you, my iPad 2 has been running iOS 9 fine to OK since I installed it, but it has not been running nearly as well as it had been on iOS 6 or 7.
Since the last iOS 9.3.5 update, my iPad 2 (64 GB model with about 18.5 GBs of free data storage space left) is working quite a bit faster, now!
It is almost back to the way I remember it working back on iOS 7.
The only thing I have noticed is that my iPad 2 seems to be trading off better performance speed for shorter battery life.
I have noticed, since this final iOS 9 update that my iPad 2's battery seems to be draining a little faster than it had been.
Even with the screen brightness turned down and other non-essential stuff disabled or turned off, my iPad 2's battery seems to be draining a little faster than it usually had been in the past.
It might be the age of the lithium ion battery, though and not necessarily on iPad/iOS issue.
